رؤى مستقبلية لتطوير التعليم الفني في مصر في ضوء التجارب العالمية

ملخص:
تتناول ورقة العمل الحالية الرؤى المستقبلية لتطوير التعليم الفني بمصر في ضوء التجارب العالمية. وتنطلق هذه الورقة من کون التعليم الفني أساس التنمية التکنولوجية في المجتمعات الحديثة، حيث يهدف إلى إکساب الفرد قدرًا من الثقافة والمعلومات الفنية والمهارات العملية التي تمکنه من إتقان أداء عمله وتنفيذه على الوجه الأکمل، ويهدف أيضًا إلى إعداده الفني المتطور المناسب لمتطلبات سوق العمل الداخلي في المجالات الفنية العدة. وتعتبر أزمة التعليم الفني في مصر کارثة تواجه المجتمع حيث تشکل خطورة على سوق العمل وجودة المنتجات والأداء المطلوب؛ مما يؤدى إلى أزمة في الاقتصاد العام، حيث يتم التعامل مع التعليم الفني على أنه تعليم من الدرجة الثانية. کما تتمثل المشکلة أيضًا في ندرة المعلمين الأکفاء في مجالات التعليم الفني، کذلک ضعف مستوى المناهج التي يتلقاها المتعلمين وغياب خطة واضحة للتدريب والتعليم. وأزمة التعلم الفني تتمثل أيضًا في عدم ربط سوق العمل بالمؤسسات التعليمية، من ثم تکون مخرجات التعليم غير مواکبة لواقع احتياجات سوق العمل. وانطلاقًا من رؤية مصر 2030 في تفعيل نظام الحوکمة ونظام تعليم معد وفقًا للمعايير العالمية مما يزيد من تنافسية التعليم الفني والتدريب المهني في مصر، تقترح کاتبة هذه الورقة التوجهات التالية:
أولًا: الاسترشاد بالتجارب العالمية الحديثة في تطوير منظومة التعليم الفني.
ثانيًا: اعتماد المعايير العالمية للجودة من أجل زيادة تنافسية التعليم الفني داخل وخارج مصر.
ثالثُا: التخطيط الاستراتيجي للتعليم الفني في ضوء التجارب والمعايير والرؤى المستقبلية.
رابعًا: استشراف المستقبل، رصد الواقع وطرح رؤى للتغلب على المعوقات الحالية.
 
abstract:
The present paper presents the future visions for the development of technical education and vocational training in Egypt in the light of the global experiences. This paper proceeds from the fact that technical education is the basis for the development of technology in modern society. The crisis of technical Education and vocational Training in Egypt is a disaster facing society, which poses a danger to the labor market, the quality of products and performance required; which reflected on the general economy, where it deals with technical education as a second- class education. The problem was also the shortage of a qualified teachers in the areas of technical education as well as the weakness of the curriculum level of learners, the absence of a clear plan for training and the lack of linking the labor market with the educational institutions, therefore the outcome of this education is not keeping pace with the realities of the needs of the labor market. In addition, from the vision of Egypt 2030 in activating the system of government and education system prepared according to international standards, which increases the competitiveness of technical education and vocational training in Egypt, the author of this paper proposes the following guidelines:
First: Emphasizing the importance of guiding by the modern global experiences in the development of the technical education system.
Second: The adoption of international standards for quality in order to increase the competitiveness of technical education inside and outside Egypt.
Third: Strategic planning of technical education in the light of global experiences, standards and visions for the future.
Fourth: Future Quest, Looking ahead, monitoring reality and presenting visions to overcome the current obstacles.
