انطلقت الدراسة الحالية من ظهور عدد كبير من التحديات في سياق منظومة البحث العلمي بالجامعات المصرية ما أنتج عدد كبير من المشكلات في بيئاتها الداخلية، يظهر ذلك جلياً في تراجع الجامعات المصرية على الخريطة العالمية في عدد من التصنيفات في ذات الوقت الذي قادت فيه جامعات منافسة الثورة الصناعية الرابعة، لذا استهدفت الدراسة تقديم نموذج مستقبلي يساعد الجامعات المصرية على تحقيق مقومات المرونة الإستراتيجية بمنظومة البحث العلمي بها، و اعتمدت الدراسة الحالية على المنهج المستقبلي وقدمت سيناريوهات المستقبل لمنظومة البحث العلمي، كما اعتمدت الدراسة على المنهج الوصفي في دراسة عناصر منظومة البحث العلمي وكذا مراحل المرونة الإستراتيجية، وتوصلت الدراسة إلى تطوير نموذج مستقبلي لتحقيق مقومات المرونة الاستراتيجية في منظومة البحث العلمي بالجامعات المصرية بالاعتماد على البدائل الإستراتيجية في توجيه الاستثمار نحو البنية التحتية التكنولوجية، وتعزيز التعاون بين الجامعات وقطاع الأعمال، بالإضافة إلى تعزيز ثقافة البحث والابتكار وتوفير الدعم المالي واستقطاب الموارد البشرية المناسبة.
Abstract
The current study started from the emergence of a large number of challenges in the context of the scientific research system in Egyptian universities, which produced a large number of problems in their internal environments. This is clearly evident in the decline of Egyptian universities on the global map in a number of classifications at the same time that competing universities led the Fourth industrial revolution. the study aimed to present a future paradigm that helps Egyptian universities achieve the elements of strategic flexibility in their scientific research system. The current study relied on the future approach and presented future scenarios for the scientific research system. The study also relied on the descriptive approach in studying the elements of the scientific research system as well as the stages of strategic flexibility. The study reached the development of a future model to achieve the elements of strategic flexibility in the scientific research system in Egyptian universities by relying on strategic alternatives in directing investment towards technological infrastructure, enhancing cooperation between universities and the business sector, in addition to enhancing the culture of research and innovation, providing financial support, and attracting appropriate human resources.
