التخطيط الاستراتيجي لتطوير التوجيه الفني بالتعليم العام المصري دراسة ميدانية بمحافظة سوهاج

ملخص الدراسة:
هدفت الدراسة : التعرف علي أهم الأدوار الحديثة التي يجب أن يتسم بها التوجيه الفني بالتعليم العام المصري، وتحديد واقع أداء التوجيه الفني بالتعليم العام المصري في ضوء التحليل الرباعي سوات (SWOT) ، ووضع تصور مقترح لتطوير أداء التوجيه الفني في مصر في ضوء التخطيط الاستراتيجي.
واستخدم الباحث في الدراسة : المنهج الوصفي؛ لملاءمته لطبيعة البحث الحالي، حيث مکّن الباحث من وصف ما هو قائم وفهم الظواهر التربوية وتحليلها وتحديد واستنباط العلاقات بينها. کما استخدم أسلوب التحليل الرباعي سوات (SWOT ) .
واعتمد الباحث في الحصول على بيانات ومعلومات الدراسة على المقابلات الشخصية، کما استخدم استبانة من إعداده لجمع البيانات التي تتطلبها الدراسة الميدانية، وتم تطبيق الاستبانة على عينه من موجهي المواد الدراسية بالإدارات التعليمية بمديرية التربية والتعليم بسوهاج.
وأکدت النتائج التي توصل إليها الباحث وجود الکثير من التحديات ونقاط الضعف والتهديدات التي تعوق تطوير أداء التوجيه الفني بالتعليم العام المصري، والبيئة الخارجية متمثلة الجهات التنفيذية والهيئات المدنية والمانحة المهتمة بالتعليم مازالت بعيدة عن مشکلات ومعوقات التوجيه الفني الذي يقوم بالمتابعة بشکل تمثلي غير حقيقي، والواقع يؤکد أن أساليب المتابعة التي يقوم بها التوجيه الفني مازالت تسير بالأساليب التقليدية القديمة، ولا يوجد خطة واضحة للمحاسبية بالرغم من توجه وزارة التربية والتعليم إلى إدخال جوانب کثيرة من التجديد التربوي.
أهم توصيات الدراسة: أن تسعي وزارة التربية والتعليم بتعاون الأکاديمية المهنية للمعلمين مع کليات التربية والمرکز البحثية والجمعيات الغير الحکومية بدعم التنمية المهنية للتوجيه الفني، وضع خريطة بحثية بالمرکز البحثية وکليات التربية مع الاستعانة بخبرات عربية وأجنبية، لدراسة الأساليب الحديثة للمتابعة، وتطوير أداء التوجيه الفني بوزارة التربية والتعليم. وضع آلية لتوصيل نتائج هذه الدراسة (وما يتم من مراجعة دورية لها) إلى الباحثين والموجهين والمعلمين، حتى لا تتحول الدراسة إلى مجرد عمل أکاديمي، بل تصبح دليلا مرشدا وأداة عملية بين أيديهم يستطيعون التفاعل معها. توثيق ونشر الجديد في مجال دعم التوجيه الفني ويتم ذلک عن طريق تخصيص موقع على الشبکة العالمية للمعلومات (الإنترنت) يتم تعريف کل العاملين بالجديد في مجال التخصص.
   Abstract of the Study
The aim of the study: Identify the most important modern roles that must characterize the educational supervision of the Egyptian public education, and to identify the reality of educational supervision to public education Egypt's performance by using the quartet analysis (SWOT), and visualize a proposal for developing of educational supervision performance in Egypt by using strategic planning.
The researcher used in this study: the descriptive approach; because it is suitable to the kind of this research, which enabled the researcher to describe the recent conditions understanding of educational phenomena, analyze, identify and devise the relations between them.  And used a quadruple Swat method of analysis (SWOT) .
And theresearcher depended on personal interviews to get data and information in this study, And used a questionnaire that he set up to collect the required data of the field study, the questionnaire was applied to a sample of the supervisors of school subjects in administrations in Directorate of Education in Sohag.
And the results which the researcher get confirmed that there are a lot of challenges, weaknesses and threats that hinder the development of educational supervision performance of the Egyptian public education, and the external environmentrepresented by the executive and civil organizations and donors interested in education is still far from the problems and constraints of educational supervision which follow-up inun true way, and in fact confirms The follow-up methods which carried out by the technical direction is still going with old traditional methods, and there is no clear plan for following up Although the attitude of the Ministry of Education to introduce many aspects of educational innovation.
The most important recommendations of this study: the Ministry of Education in collaboration Professional Academy for Teachers with colleges of education, the status of research, non-governmental organizations and associations with support of the professional development of educational supervision, works hard to make a research map of the research centers and colleges of education with the expertise of Arab and foreign, to study modern follow-up methods, and the development of educational supervision of the Ministry's performance Education. A mechanism for communicating the results of this study mode (what is a periodic review of it) to researchers, mentors and teachers, so the study does not turn into a mere academic work, but becomes a guide and practical tool in their hands, they can interact with it,documenting and publishing what is newin the field of support theeducational supervision by customizing a web site for information (the Internet) and to allow all workers to know what is new in the ​​specialization.
