يعد  التعليم من أهم أدوات التقدم في المجتمعات ، کونه يسهم في تطوير مختلف الخبرات والمعارف ، ويعمل على نشرها بالشکل الذي يساعد على توسيع قاعدة المعرفة  وتهيئة رأس المال العقلي اللازم لتلوين الموارد البشرية ، وقد أضحى من البدهيات في عصرنا الحاضر أن يعد التعليم العامل الحيوي في عملية التنمية ، وشرطا ضروريا لتحقيق التقدم في شتى صوره المادية
وتعد المدرسة هي حجر الزاوية في العملية التعليمية وفي أي نظام تربوي ، لما يقع على عاتقها من مهمات ومسؤوليات کثيرة ، وأعباء يلزم القيام بها بصورة صحيحة على أکمل وجه ، ولأن للمدرسة أهميتها وتأثيرها الواضح في إنتاجية العملية التربوية التعليمية باعتبارها أحد العناصر الهامة لأي مجتمع
وباعتبار أنه من الصعب تحقق أهداف التعليم دون تحقيق مفهوم ضمان الجودة الذي يعمل على إصلاح برامجه  فقد أصبح ينظر لجودة التعليم کإحدى المسائل الحيوية في نظم التعليم المعاصر ، حيث إن المناهج والبرامج التعليمية التي طبقت لتحسين نوعية التعليم في الماضي قد أظهرت تحسناً محدداً في الأداء الأکاديمي في المدارس والجامعات ، غير أن جودة التعليم لا تزال موضوعاً مثيراً للجدل ، حيث إن نظام التعليم القائم في بعض بلدان العالم لا يهيئ لسوق العمل بصورة کافية.
وعلى ذلک ، فقد أصبح التطرق لمعايير الجودة الشاملة في التعليم - باعتبارها من أهم العوامل المؤثرة في عمليتي التعليم والتعلم - ضرورة تفرضها متطلبات هذا العصر، إسهاما في تطوير وتحسين التعليم والمؤسسات التعليمية .
