ضمان جودة التعليم المفتوح مدخلًا لتحقيق متطلبات التنمية المستدامة

تعد نظم التعليم الجامعي المفتوح أحد التجديدات التربوية المهمة التي تحظـى باهتمـام المنوطين بالعملية التعليمية، والتي من خلالها يمکن مواجهة الزيادة المضطردة فـي راغبـي الالتحاق بالتعليم الجامعي، والذين لا تمکنهم ظروفهم من الانتظام في الدراسة، حيـث يمثـل نظامًا مرنًا يسمح للطالب أن يتعلم حسب اختياره لوقت ومکـان الدراسـة، ووفقًـا لقدراتـه وسرعته في التعلم وبأقل تکلفة ممکنة، وفي إطار أکثر مرونة وحرية من النظم التقليدية.
   ويمثل التعليم المفتوح علامة فارقة في تحول أشکال التعليم وتحول الرؤية للجامعات المعاصرة من مؤسسات تعليمية مجتمعية إلى منظمات مدنية  لتداول المعرفة اقليميا وعالميا من خلال البحث والدراسة، ومن ثم يعد التعليم المفتوح قيمة مضافة للتعليم الجامعي والعالى يتجاوز توقعات المتعلمين إلى مقابلة احتياجاتهم الآنية وطموحاتهم المستقبلية من جانب، واستخدام کافة الصيغ التعليمية للتکنولوجيا للوصول إلى أکبر  عدد من المستفيدين بالمجتمع من جانب آخر
وبالنظر إلى الإنجازات  التي تم تحقيقها بعد مرور سنوات عدة من تطبيق نظمالتعليم المختلفه  نجدها دون المستوى المتوقع والمأمول، على الرغم من حداثة تطبيق نظام التعليم الجامعى المفتوح، وهذا ما أکدته الأدبيات والدراسات السابق ذکرها؛ لأن الوضع الراهن يعاني من أزمة فى جميع عناصره  (مدخلات،عمليات، مخرجات ) وفى أدائه لجميع وظائفه، مما يجعله غير قادر على مواجهة تحدياته الحالية والمتوقعة وخاصة مع ظهور تحديات ومتغيرات جديدة على الساحة المحلية والدولية، الأمر الذي أدى إلى إعاقته عن تحقيق رسالته المرجوة بالکفاءة المطلوبة.
وباستقراء الواقع الفعلي لنظام التعليم المفتوح في مصر يشير إلى أن ثمة إشکاليات تشوبه مما يؤثر على جودته
وسعياً لتجاوز هذه العقبات، وللحد من المشکلات الداخلية والخارجية والتي تواجهه وتعيق تقدم  ومساهمته الفاعلة في التنمية المستدامة، جاء هذا البحث لتطوير التعليم الجامعي المفتوح في ضوء ضمان الجودة ،واقتراح آليات تطبيقه في الجامعات المصرية
The open university education system is one of the most important educational innovations that are of interest to the educational process, through which it is possible to cope with the increasing increase in those wishing to enroll in university education. Study, and according to its ability and speed to learn at the lowest cost possible, and in a more flexible and free of traditional systems.
   Open education is a milestone in transforming the forms of education and transforming the vision of contemporary universities from community educational institutions to civic organizations for regional and global knowledge exchange through research and study. Open education is therefore an added value for higher and higher education that exceeds learners' expectations to meet their immediate needs and future aspirations. , And the use of all educational forms of technology to reach the largest number of beneficiaries in the community on the other
In view of the achievements achieved after several years of the application of different education systems, they are below the expected and expected level, despite the recent application of the open university education system, as confirmed by the literature and studies mentioned above; because the current situation suffers from a crisis in all its components (inputs, Processes and outputs) and in the performance of all its functions, which makes it unable to meet its current and expected challenges, especially with the emergence of new challenges and changes on the local and international scene, which hindered it from achieving its desired mission with the required efficiency.
The actual reality of the open education system in Egypt indicates that there are problems that are flawed, which affects its quality
In order to overcome these obstacles, to reduce the internal and external problems facing it and impede progress and its effective contribution to sustainable development, this research is aimed at developing open university education in the light of quality assurance and proposing mechanisms for its application in Egyptian universities
