تصور مقترح لتطوير نظام الدراسة والامتحان بشهادة الثانوية العامة في مصر على ضوء سياسات القبول بالتعليم العالي

من المسلم به أنه لا يوجد نظام تعليمي يتصف بالکمال ،  فالتعليم العام عملية معقدة متعددة الجوانب والمسارات ومتنوعة في مکوناتها والأنشطة والعمليات المتعلقة بها .
 
ولذا أصبح تطوير التعليم والخروج به من أزمته الراهنة لم تعد مسئولية وزير أو وزارة أو متخصصين فقط وإنما أصبح عملاً قوميًا تشارک فيه جميع المؤسسات والهيئات والأفراد ويعکس آمال الرأي العام وتطلعاته، کما أن قضايا التعليم لم تعد قاصرة على المتخصصين، بل أصبحت قضية رأى عام ومسئولية قومية يتحملها الجميع من خلال إعلام الجميع بتلک القضايا وإتاحة الفرصة لمشارکة معظم أفراد المجتمع على اختلاف مواقعهم حول ملامح التطوير وأهدافه
 
ويتضح أن عملية تطوير التعليم عامة والتعليم الثانوي العام بصفة خاصة عملية مهمة وخطيرة تحتاج إلى مشارکة من الجميع، و فکر عميق و إحاطة تامة بما في المجتمع  وحاضره ومستقبله , وخاصة وأن هناک العديد من التحديات السياسية  , والاقتصادية , والاجتماعية , و التکنولوجية , و التي لا يمکن تجاهلها , بل يجب التصدي لها ومواجهتها .
مما سبق يتضح أن نظام الدراسة والامتحان بشهادة التعليم الثانوي العام في مصر ، ونظام القبول بالتعليم العالي بحاجة إلي تطوير لمواجهة أوجه القصور والخلل في النظام ولذا يسعى الباحث الى کيفية  تطوير نظام الدراسة والامتحان بشهادة الثانوية العامة في مصر على ضوء سياسات القبول بالتعليم العالي
 
It is recognized that there is no perfect educational system. General education is a complex and multifaceted process, diverse in its components, activities and processes.
 Therefore, the development of education and the exit from the current crisis is no longer the responsibility of the minister or the ministry or specialists only, but became a national action involving all institutions and bodies and individuals and reflect the hopes and aspirations of public opinion, and the issues of education is no longer limited to specialists, but has become a matter of public opinion and responsibility National awareness of all of these issues and the opportunity for the participation of most members of society at different locations around the features of development and its objectives
 It is clear that the process of developing education in general and general secondary education in particular is an important and serious process that requires the participation of all, a deep thought and a full understanding of the society, its present and its future, especially as there are many political, economic, social and technological challenges. Can be ignored, but must be addressed and confronted.
It is clear that the system of study and exam with general secondary education certificate in Egypt, and the system of admission to higher education needs to be developed to address deficiencies and imbalances in the system. Therefore, the researcher seeks to develop the system of study and exam in general secondary school in Egypt in the light of policies of admission to higher education
