التقدم في مجال جودة التعليم والتدريب الأمني الذي يشهده العالم اليوم يفرض على الهيئات والمؤسسات الأمنية أن تتبنى المفاهيم العلمية الحديثة في إدارة هذه المنشآت، ومن هذه المفاهيم العمل على دعم مفهوم التکامل بين الاحتياجات الأمنية وجودة البرامج العلمية المقدمة بالمؤسسات التعليمية الأمنية وخاصة برامج الدراسات العليا والعمل على ايجاد استراتيجية فعالة تضمن جودة التعليم مع ضرورة تطبيق مبادئ التخطيط الاستراتيجي في الکليات الشرطية من أجل الاستمرار في مواجهة المستجدات والتحديات الأمنية.
يهدف البحث إلى إيجاد إطار متکامل يربط بين معايير الجودة والبرامج الاکاديمية على مستوى الاکاديميات والمؤسسات التعليمية الأمنية من خلال تطوير وتغيير انظمة التعليم والتدريب لمواجهة الأشکال الإجرامية المستحدثة، خاصة وأن برامج الدراسات العليا يتسم محتواها بالشکل الأکاديمي النظري وفق أسس ومعايير التعليم العالي، ويتسم أيضاً بالتکرار من حيث المقررات ومحتواها العلمي دون اضافات جوهرية، مما يزيد من اهمية الاهتمام بمبدأ التکامل بين الاحتياجات الأمنية والبرامج العلمية المقدمة.
ولذا فالفکرة الأساسية من الدراسة هو تحقيق التکامل بين البرامج التعليمية المقدمة في مؤسسات الدولة وبين معايير الجودة بالإضافة إلى التنسيق بين جميع متطلبات الجودة وبين موارد المؤسسات التعليمية والتدريبية الأمنية لضمان ملائمة البرامج التعليمية المقدمة بالمؤسسات الأمنية للتحديات الأمنية المعاصرة، وهو أهم الفوائد الأساسية الناجمة عن مفهوم التکامل بين الاحتياجات الامنية والبرامج التعليمية الأمنية.
