استراتيجية مقترحة لتطوير مهارات ريادة الأعمال لدى ذوي الإعاقة في سلطنة عمان – دراسة حالة -

ملخص  
هدفت هذه الدراسة إلى تعرف واقع مراکز تأهيل ذوي الإعاقة ومعوقاتها بسلطنة عمان وصولا إلى إقتراح استراتيجية لتفعيل و تطوير العمل بهذه المراکز في مجال ريادة الأعمال. ومن أجل تحقيق هذا الهدف تم استخدام منهج دراسة الحالة المتعمقة لمرکز التقييم والتأهيل المهني التابع لمرکز رعاية وتأهيل المعاقين بالخوض – أنموذجا- والذي يعمل تحت إشراف وزارة التنمية والشؤون الاجتماعية على تأهيل مهارات الملتحقين به في مجال ريادة الأعمال. وذلک من خلال إجراء عدة مقابلات شخصية مع عدد (7) من المسؤولين والقائمين عن البرامج التأهيلية بالمرکز. وتشتمل المقابلات على أسئلة بلغ عددها 13 سؤالًا من الفريق البحثي ضمت أربع محاور أساسية هي: المعلومات الشخصية، والبرامج التأهيلية في مجال ريادة الأعمال (الفرص والتحديات)، والاحتياجات والمتطلبات من الموارد البشرية وغير البشرية التي تساهم في ذلک، وأخيرًا الرؤية المستقبلية لدور المرکز في تنمية مهارات ريادة الأعمال. وقد خلصت نتائج الدراسة إلى وجود عدة تحديات تواجه القائمين على المرکز فيما يتعلق في تعليم المعاق في المراحل المبکرة، والتشخيص المتأخر للحالات، والبدء المتأخر بتأهيل المعاق... الخ. کما أوضحت النتائج أن هناک العديد من الفرص المتاحة التي من شأنها تنمية قدرات المعاق في مجال ريادة الأعمال منها: قدرة الموارد البشرية الحالية بالمرکز، الإرادة الفعلية للمعاقين ذاتهم، الإستعداد الکبير للمجتمع لتقبل الفکرة. وأخيرا اقترحت الدراسة تصورا لخطة مستقبلية للمرکز للمساهمة في تنمية مهارات ريادة الأعمال لدى الشباب المعاقين بسلطنة عمان. وفي ضوء النتائج تم التوصية بتوجيه وزارة التنمية لدعم فکرة ريادة الأعمال مرکز التقييم والتأهيل المهني بالخوض وکذلک بتعميم تجربة المرکز على باقي مراکز السلطنة.
 Abstract:
    This study aimed to identify the reality of rehabilitation centers for persons with disabilities and their obstacles in the Sultanate of Oman, in order to suggest a strategy to activate and develop work in these centers in the field of entrepreneurship. In order to achieve this goal, an in-depth case study approach was used to analyze the role of the Center for the Care and Rehabilitation of the Disabled in Khoud as a model for preparing and rehabilitate students with the entrepreneurship skills. Seven interviewees of administrators conducted and analyzed. They asked to response to 13 questions represented in four main domains, which are personal information, qualification programs in the field of entrepreneurship (opportunities and challenges), the needs and requirements of human and non-human resources that contribute to this, and future vision the center's role in developing entrepreneurial skills. The results of the study concluded that there are several challenges facing administrators  in charge of the center which related to education style for the disabled in the early stages, late diagnosis of cases, and the late start of rehabilitation of the disabled ... etc. The results also showed that there were many opportunities available that will develop the capabilities of the disabled in the field of entrepreneurship, including: the current human resource capacity in the center, the actual will of the disabled themselves, the great willingness of the community to accept the idea. Finally, the study suggested a model for a future vision or plan for the center to contribute to developing entrepreneurial skills for disabled youth in the Sultanate of Oman. In light of the results, it was recommended to direct the Ministry of Development to support the idea of ​​entrepreneurship in the Al-Khoud Center, as well as to generalize the center’s experience to the rest of the Sultanate’s centers.
